NHSScotland launches Pastoral Care Quality Award
The safe arrival, induction, and provision of pastoral support for new international recruits joining the NHS workforce is our number one priority for international recruitment.
Launched in March 2022 in England the NHS Pastoral Care Quality Award (PCQA) is a scheme to help standardise the quality and delivery of pastoral care for internationally educated nurses and midwives.
The PCQA has now been adapted for the NHS in Scotland. All boards have the opportunity to recognise their work in international recruitment and demonstrate their commitment to staff wellbeing both to potential and existing employees.
Through the scheme, the boards can apply for the NHSScotland Pastoral Care Quality Award, based on their international recruitment practices. By achieving the award, boards show a commitment to supporting internationally educated staff at every stage of their recruitment and employment.

Background
The NHS has always benefited from overseas recruits coming to live and work in the United Kingdom (UK). Recruitment from outside of the UK continues to feature as an important part of the workforce supply strategy of NHS organisations, in line with the National Workforce Strategy for Health and Social Care.
This National Workforce Strategy supports and enables critical work through a tripartite ambition of Recovery, Growth and Transformation of the Health and Social Care workforce. A key pillar of this strategy is to increase the workforce and one avenue to do this is international recruitment.
The Scottish Government funded NHSScotland’s International Recruitment Programme, delivering an ethical and sustainable recruitment model, enabling NHS Boards to increase and develop their international recruitment plans.
